Allow 'All projects' option in Fragments#95

As a User, I’d like to be able to apply Fragments to all Projects.

This is because we do have some Fragments created and expect it to run in all Projects. However, with the current configuration, we need to manually add in each of the Projects, which is not scalable (e.g.: Having 50++ projects) and would require editing the Fragment to add in newly created Projects.

Reqeust to consider this..

This is much needed for Entreprise customers, who have 1000+ projects.

At the minimum, please point us to the API that can do it one by one. The UI is not friendly to do this activity and is error prone.

TBT Im not sure why this is classified as a feature request, this is a CRITICAL bug IMO
