Create an option to disable notifications on rate limiting errors#198

When Atlassian imposes rate limits, we are unable to retrieve the project information, leading us to skip events for listeners firing on issuelink_ events. Consequently, the error “Failed to get issue project on handling issuelink_created event due to rate limiting” arises.

It would be beneficial for users to have the option to disable notifications stemming from these rate limiting errors.
