Allow 'All projects' option in Behaviour#167

As a User, I’d like to be able to apply Behaviour to all Projects.

This is because we do have some Behaviours created and expect it to run in all Projects. However, with the current configuration, we need to manually add in each of the Projects, which is not scalable (e.g.: Having 50++ projects) and would require editing the Fragment to add in newly created Projects.

We need it to be like it is for DC version.
