Support Issue Type Field in Behaviours#134

As a user

I want to be able have support for the issue type field in behaviours.

So that I can dynamically control and set what issue types a user sees in a project based on what group or project role they are in.

We currently on Server have a behavior that controls which issues types people can create based on a project role or an Active Directory group. This is a critical capability for us as we migrate to cloud to continue to be able to provide this tye of control as we cannot have everyone able to create issues at our initiative type (Issue type) level.

I will be reaching out to my TAM to try an push this from an Atlassian perspective to make the API available
